Description

Under the close supervision of a supervisory official or other designated official in a state department, institution, or agency, assists with respect to regulatory matters, formal and informal, both legislative and quasi-judicial in nature, including matters related directly to administrative procedure and policy matters considered by the agency; does related work as required.

Specific to the Position

The appointee will be responsible for providing legal support to the Public Land Administration Section in the Office of Transactions and Public Land Administration, and must be able to: effectively flag legal issues that arise in the course of the Section's work; draft agreements in coordination with other Department programs; negotiate agreements with outside parties; and assist in analysis of administrative processes and proposed solutions to improve effectiveness of the Section. The appointee will be responsible for working with the Parks, Forests & Historic Sites and Fish & Wildlife programs to create leases, licenses, concession agreements, memoranda of agreement and other documents needed by the Section; responsible for providing legal support for the enforcement of such agreements, as appropriate, and responding to inquiries from the public and other DEP programs. The appointee will also be the liaison between the Section and the Division of Law for document review and pending litigation involving the Section, and the lead in responding to Open Public Records Act requests to the Section.

Preferred Skill Set

Experience drafting, reviewing, analyzing and evaluating leases, licenses, concession agreements and other agreements pertaining to land management and visitor services. Knowledge of NJDEP land management programs and policies. Knowledge of NJDEP databases, including NJEMS. Strong written and oral communication skills. Strong customer service skills. Organized and motivated with the ability to work independently while still functioning as part of the OTPLA team.

Requirements

EDUCATION: Graduation from an accredited law school with a Juris Doctor (J.D.) Degree.

EXPERIENCE: One (1) year of experience in conducting legal research, analyzing and evaluating legal documents, rules, regulations, and/or legislation, or the review and analysis of regulatory matters in a government agency; or one (1) year of experience as an attorney.

NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.

License

Appointee must be eligible to practice as an Attorney-At-Law in the State of New Jersey.

Appointee must possess a current Certificate of Good Standing issued by the New Jersey

Board of Bar Examiners, or other license to practice law issued by any state in the United States.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
